We call them "picket". It denotes the ordinate of the railway line and is placed every 100 meters. In Poland everything is analogous http://rail.phototrans.eu/14,117631,0,PESA_111Db_.html (left side), only a kilometer is indicated additionally.

Interesting they didn`t bother to add the kilometer part

Only the beginning and the end of kilometer is indicated - you can see in the distance, high metal column with a sign. This is inconvenient, but nobody wants to change the principle
